Offline content playing on android player

That depends on the android device; the device needs to be online at least on the start to load the content.
Once the content is loaded it should stay in the device’s memory/browser cache, so it is of no consequence if the device goes offline.

The app does not download the whole page, it only caches the content until the app is closed.

If the server with the content is in the same network, you don’t need an internet connection just a regular network connection, but otherwise, yes.
